Is it that terrible? (It's a real question.)
I mean, the box if of fixed heigh (to avoid the page jumping around when news with different number of lines are used). If the news overflows you can either scroll or expand the area.
The resize area is rather small and should not influence the overall experience.
I think it's there as a goodies.

That said, what I feel many will want is a bigger area to begin with...

I think that is should be used for short news, with link to page with more info. It (in my opinion) should have max 2-3 lines, then it would be good even for some longer messages.

What is the point of resizing tho? I mean like I don't think anyone would put more then a few lines in every news. The default size looks big enough to have a few lines. Expanding it doesn't make sense to me for some reason. :P
