Title: Moderators can see members awaiting approva

Or better: I (global mod) can see there is a member awaiting approval, but I can't access the admin panel, so I can't do anything about it, so... I shouldn't see it in the first place.

/me feels some refactoring is stabbing us in the back. :P

Humm could be .. or the action count is counting something it should not O:-)

Its actually an account deletion request, so I'll leave it there for now so we have a test case ... global mods by default can approve and delete accounts I think, yes?

It's not only the counter, it's also the moderator panel with the unapproved things.

another inconsistancy: The counter is there, but I needed to check the whole moderate actions in order to find the "Member deletion request".. IMO "member request"  should be part of the dropmenu.

Yup ... I agree ... took me a moment or two to see what I had to do ... well at least I knew I had to do something, so thats an improvement!
