Sorry for the subject, I don't know the title of the site in english. It's the profile page with the warning informations if the member is warned.
It seems there's a description missing. See screenshot please. I hope it's not only an error in my translation. ;)

The quick fix is to change
$txt['profile_warning_effect_moderation'] = 'All users posts will be moderated.';
to
$txt['profile_warning_effect_moderate'] = 'All users posts will be moderated.';
While you're at it, put the appropriate apostrophe on users' ;)
