Mobile layout with sidebars

I'm habitual of using sidebars instead of dropdowns.

STR:
- Turn on sidebars in your profile
- Use your mobile device
- Go to accounts settings
- Sidebars are not accessible at all and one can navigate to different account related options.

@TE if you are looking at it, it may be worth reducing the size of the PMs indicator... See the attachment. ;)

After some testing, I've "forced" to dropmenus for mobile phones.. The sidebar was there (you can see the small bar at the left on @Joker™ s Screenshot) but the navigation on a touch device, especially a samller mobile phone was horrible..

@TE, I'm using nexus4, and I'm unable to scroll/drag the page to get hold of sidebar. I'll try to get the code of your PR and try it once. Thanks in advance.

@TE @emanuele  Well, just tried on my device and its working pretty nice with forced dropdowns and go to top/bottom buttons. One can live with this happily ;)
