I do have a basic gallery for Elkarte https://www.elkarte.net/community/index.php?topic=4216.0 I had a port of my larger gallery in the works but on hold a the moment.
The problem is not starting again or converting.
Everyone knows that the vb3 program. In my opinion there is no best software, but best software that fit your need, or at least most of your needs. Nowadays I wouldn't use VB even if it were free, but that's my opinion based on my needs.
Like I said, take tour time and try the software on a test environment, play with it, try the addons listed
here (http://addons.elkarte.net/), because from what you've wrote before my impression is that you didn't test alt the settings included. Then you can choose, if elkarte fit your needs go with it, otherwise go with VB or other forum software.
