I downloaded the open importer from http://openimporter.github.io/openimporter The zip version folder labeled as eurich-openimporter-9d66939. I couldn't find any real documentation. So I installed the importer folder in the forum root. kicked of the import.php
got a error almost immediately
Fatal error: Cannot use object of type Configurator as array in /home/xxxx/public_html/xxxx/importer/Importers/elkarte1.0/vbulletin4_importer.php on line 35
Has anyone imported vb 4.2.3? Is this the right importer?

Please try the version from here: https://github.com/OpenImporter/openimporter/archive/master.zip
Unzip that and upload the importer directory to your host. Generally place this directory in the base of your new ElkArte installation.
Point the browser to the path where import.php is located and follow the instructions, something like www.myNewElk.com/importer/import.php
