I just submitted (not yet approved) a change that removes the "new poll" (from MessageIndex) and the "Add poll" (from Display):

I've never understood the reason of these two buttons: a poll can exist only with a topic, so to create a new poll you must create a topic.
Well, now that I think about it twice, "add poll" may have a reason, you may want to add a poll while on the... 20th page and having that button, there is no need to go back and edit the first message, so maybe I removed one more than necessary.
