Title: A Few Comments About Theme Design

I for one, am all for responsive design.

My question is: are there plans for a mobile theme?

I think it would be best to have a responsive theme, and a non-js adaptive theme. Meaning, if JS is't turned on, then a non-JS theme is to be used, otherwise use the default responsive theme. As long as JS can be used, responsive theme design is easy...

Also, for the sake of touch devices, hover effects should be used at all. Only for purely cosmetic effects on non-touch devices such as desktops...

Agreed, responsive is great, especially with all these tablets and smartphones in place  :) A full mobile theme is planned  and in progress(https://github.com/elkarte/themes/tree/master/themes), but it's not part of the Elk core yet. As far as I know it will be merged into the core later...
