Package Manager

I've been going through our friend package manager (again), well not the entire thing but install and install2 functions.  I wanted to try and break them up a bit more as those functions are just monsters. 

Anyway in doing that exercise I came across the old boardmod style support and wanted to ask, do we really need to support that any longer?

I'm really not sure of how often it was/is used or the story behind it, seems like an easier to read XML formatting, not sure if it predates the xml, or is/was used side by side or if its a just a legacy.

Just curious, I mean how many ways do we want to support messing up the source files :P

I'm pretty sure there is an issue about that, but I can't find it... as usual.
