Failed EMail Moderation - Session Failed

As JPalmer noted [https://www.elkarte.net/community/index.php?topic=5756.0] earlier this year under a different email-related issue, the Failed Email moderation option of sending a bounce message from the admin page fails with "Session verification failed. Please try logging out and back in again, and then try again."

Logging out and back in and trying again turns out to not be a productive exercise at all. Is there a ready solution?
