On my phone when I browse this site the new hamburger at the bottom of the topic page shows up but when pressed it expands to nothing. I assume it should expand to "lock" and "remove" which are the options I see on desktop.
Happens in chrome on android here as a regular user using light theme and chrome beta on android as a guest using be social. It seems to me it shouldn't even be there as a guest as I don't think there are any options for it to expand to.
Oddly on a narrow desktop browser it expands to "remove" and "lock".
Ouch...
I guess I was too hasty in implementing it.
I can't test on mobile browsers, but the other one is indeed a bug.

A bit harder than expected the "do not show the darn thing when not needed" (unless use of javascript was allowed :P).
