... You should pack them up as a smiley addon so folks can use them on their site.

If its a proper package then you can install them through the package manager.

All that really does is create the directory under smileys/ with the new ones (so you can do that manually as well) After that you still have to go to the ACP and add the new smiley set etc etc etc and etc
