Title: Guests Reporting Posts

Saw this on the smf repo https://github.com/SimpleMachines/SMF2.1/commit/0c9e67bbcd8461a76968455edca12bec34f6e5a4

Seems to make sense to remove that feature, do we really want guest to be able to report posts?  Seems like a left over from when the net was a nice place :P

Thoughts?

As I wrote there (I think) there is the "issue" that a guests can post, and so I think guests should be able to report too, otherwise there is something potentially "broken"...at least more broken that I could break thing. :P

Ah ... so allow report if they can post? ... or is that how it already works  O:-)

Oh.. anonymous board like 4chan? I never find any SMF board like that yet.

How about an admin option / permission "allow guest to report posts"..
