Is there a basic tutorial on how to use hooks, and or how to make an addon? It would be really good if there was, or maybe I missed it? Can someone provide a link if a such tutorial exists.
I found the docs on github, but 1,607 of the files are removed because the total of 2,607, is there a way to fix this.1,

It depends on what you are looking for, I don't remember documentation on the syntax of pacakge-info.xml and/or regarding how to use hooks for example.
There are few technical pages describing some very specific aspects (or maybe tricks) of the addons coding.
Anyway, feel free to ask questions, and if you get useful answers it may be a starting point for a new document. ;D
