Title: Undefined index in installer: time_offset

 I'm installing 1.1.5 and got this error.

TBH, I think the installer has the errors silenced by defalt exactly to ignore this kind of issues.
in general, I think here the problem is that $modSettings at this time is not (yet) set, likely because while populating the database we cannot have the value set unless we either push all the settings through updateSettings or we reloadSettings or something like that.
Add a safeguard to forum_time to check if the index exists seems a bit of a waste of time (since it will be useful only during install).
All in all, I would not care about it.

Tracked but not yet fixed for 1.1.6.
