Post count under which users must pass verification to make a post. (0 for no limit, moderators are exempt)
Problem is, being exempt does not seem to apply to Global Moderators.
May need to fix that. ;D

Odd, that may be another one of those related to the distinction between global moderator and local moderator. If you have time, try the local mod to see if it works as expected with them.
