Installing Theme

I must be missing something obvious.  How do I install a theme that is not a zip file, for example Frozen Stars?  When I try to download that one a css file just opens up.

Frozen Stars is not a full theme, it is just custom CSS file that modifies the existing default theme.... you can upload that file in the variant folder ( made for the "Be Social!" variant) and your Elk will change it's styling.
