Do you have any addon installed?
If so, which ones?
As a test, could you try to upload the most recent files from https://github.com/elkarte/Elkarte/tree/development/ ?
Just download the package from https://github.com/elkarte/Elkarte/archive/development.zip unzip it and upload overwriting everything.

Also, could you give me the link to the topic?

You (in general, anybody reading this) should never, ever send login information of another user, unless it's a member created for testing. Never!

Anyway, I logged with the account you created a while ago, removed the admin group[1] and I can't reproduce anything on Win 10 + Chrome, sorry but I don't have 7 handy.
Anyway, yes, it feels like a browser cache issue, try explaining him to clean the cache or at least try with a different browser to see if anything changes. :)
Another suggestion: when you create an admin account for testing and send the info to someone, when the testing is over, you should either delete the account, or at least remove the admin group from that user.
It's a basic security measure, again, valid for anyone reading.

Try with the "clean the browser cache" (and maybe try a different browser) idea first. If this is the problem, update the source may not help.

I also face some problem with chrome sometimes and hard refresh [Ctrl + F5] several times is my only solution for the time being.
