Title: No post_draft permission

With the modules error in 1.1 I tried a clean install of ElkArte 1.1 instead of an upgrade.  I just noticed while an admin account has a save drafts button the regular accounts do not.  I searched the database for the "post_draft" permission and it doesn't exist. 

Both of these permission have been checked and saved.
    Save drafts of new posts    
   Automatically save drafts of new posts

PMs do offer the save drafts button though.

I just tested adding "post_draft" to the permissions table and drafts work.  Somehow the setting is not being set.

And yes, in settings modules_post does include drafts in the database so this is a separate bug.

Looks good here.... without the WYSIWYG, that is.
With I don't know.
