Title: Read Only permission group still allows posting

I have recently installed a new forum, and converted a huge database from IP Board 2.3.x to SMF to ElkArte, and find that the forums that I have set to the Read Only group still allow regular users to post to them. I'm going to guess that the Reply Only group isn't working like it should, either.

Well, anyway, it may very well be a problem with the permissions not properly ported over from IPB or SMF.

I'm starting thinking open importer needs a "bug reports" board. xD
