What is a follow up?
For reference "This allows members to start new topics quoting the text of any message."
My guess would be the "more" -> new topic option for replying to a post. It quotes a post to editor and provides a drop down to select the board in which to post the new topic.
It's also used in case of split topic, so that the new one is referenced in the original and vice versa.
