Pushover Notifications

Idea:
Support Pushover notifications as an additional way to be notified from ElkArte.

Requirements:
- a working, flawless  ::) hook for integrate_notifications_methods (discussed on the IRC).
- two new database fields, one containing the user's API key, one containing the board's application API key.
- basically, hook into the notifications and send a cURL request for each user and notification.
