Are we ready for custom / 3rd party themes ?

Just wondering if Elkarte has finalised the requirements for theme makers to design 3 rd party themes for the community. Are we still going through changes that may affect developing themes for ElkArte ?

Probably 90/95%, there are still few "tweaks" here and there that may be necessary from here to the final release.
