Maintenance Mode - Member Registration by Admin :: Password Strength

When in Maintenance Mode, Admin logged in, password strength set to Medium and registration is Immediate. I created a 4 letter member name of Anne and a password of Anne. That I think should not be possible as Medium password strength should prevent the password from containing the members name.
