[bug] disregard

# read a topic
# 'disregard' it
=> well it's not. Not disregarded.  :o
The best moment for testing your PR is right after you merge it. Can't miss with that one.

Well something was disregarded :P

Nothing in the admin log or server log (well at least for this :D)

Give it a try again when you get a chance ... I think the query was not inserting the entry in to the log_topics table.  I have now moved that to subs-topic and changed it a little so maybe now?

I don't remember if it is intended that when a topic is marked as read the "disregard" status is lost...if I know myself it's not (i.e. I'd vote for the bug), but it is a bit borderline...
