[ADDON] Stop Spammer

This isn't done yet, but I've ported the SMF addon Stop Spammer to Elkarte.

What works (afaik):
  • Registration integration
  • Checking & reporting members in the admin memberlist view

What doesn't:
  • Checking a member from their profile link

Good stuff. And though it may take some times for you to figure it out, I know you can do it and eventually, you'll finish this fully hook.
