IIRC not and I personally don't like it that much to be part of the core. We'd have to ship Elk with a bunch of rewrite rules for the various webservers (Apache, IIS, NGINX, Lighttpd...)

Not a fan either, though many people like them.
A while ago I ported SimpleSEF:

it may be interesting port PrettyURL too, not sure how difficult/easy would be, I never checked the code...

I think it'd be a handy (default) feature, since that sort of url is a lot more user-friendly than raw gobbledegook.

How will it work with Elk's custom vid embedding? If that's done the same way as the old jQuery snippet from the CEMB forum, which relies on posting the raw vid url with no BBC url tags, it'll conflict with the title links mod. You'd need some way of distinguishing between normal url's that you wanted to grab a title for, and vids that you just wanted to embed.

I added a basic bypass for the video links, kind of cheesy for now since ATM there is not a way to query the video embeder to have it return a list of what sites it works on (in the event that someone decides to add more etc) ...

Ok cool. Someone will bork it later by adding more sites, but you can always call that their problem.
