Where/when are used this keys?

When is used new_pm_tolist_body from EmailTemplates.english.php? Mainly I need to know what is added in mail instead of {TOLIST}

I think that this may be topic for all this kind of question

It's the list of names of people to which the PM is sent, for example:

Quotephantom, TE, Spuds have just been sent a personal message by emanuele on ElkArte

ETA: just to be clear, because rereading it, it doesn't seem so clear to me either...
The message is sent to "phantom", "TE" and "Spuds", and means that "emanuele" has sent a message to "phantom", "TE" and "Spuds".
