Registration agreement as checkbox

Can we add an option to Elkarte to show the registration agreement as a checkbox in the registration form, rather than an entire page before the form?

Something like "[_] I agree to the <a href="registrationagreement.html">Terms and Conditions</ a>"

(I'll try to make the PR if this is something that can be added)

Finished, tested and PR created https://github.com/elkarte/Elkarte/pull/1700

D'oh! I forgot to validate the field. All fixed :)
