On smf I have the 23 mods installed.

This site is 2.0 dev but for production you should 1.1.10. Use the link at front page for 1.1.9 and use Spuds 1.1.10 package from this forum to update to the latest You can modify the theme to you liking using custom css. We also have Simple Portal for Elkarte.

I could not find the original patch in here too and
@Spuds also did not release it formally as Elkarte link in the frontpage is still 1.1.9 but I have a copy and I attached it here.

As an FYI Softaculous also states 1.1.9
Agreed as that was the official release but not compatible with latest php8+ but 1.1.10 patch though is not officially released but compatible with php8+.
