idea: when creating a topic, postpone its publication for a given time.

Also do not forget about the anti-spam check, so that the bot does not create a million hidden themes that will jump out for the new year.

If you make it a permission setting (e.g., by default only admins & mods) then spam wouldn't really be an issue either.
