[ADDON] SANfe: Suppress All Necessary file_exists

SANfe: Suppress All Necessary file_exists

- For ElkArte 1.1x
- Manual modifications.

1. Please do your own backup though every installation is backed up automatically.
2. This addon is manual modification only.
3. It suppress all necessary file_exists by adding @ before it.

Nothing serious, just I used this to fix my ElkArte 1.1 package manager, so I thought of sharing this simple addon, because I may still be using it for some more times.
